Welfare Analysis and Redistributive Policies
نویسنده
چکیده
Applied welfare analyses of redistributive systems nowadays benefit from powerful taxbenefit microsimulation programs combined with administrative data. Arguably, most of the distributional studies of that kind focus on social welfare defined as a function – typically inequality or poverty indices – of household equivalized income. In parallel, economic research has made considerable progress in the measurement of welfare along several dimensions. Distinct but related branches of the literature have attempted (i) to model different behavior (in a way that matter for incidence and redistribution of taxbenefit policies), (ii) to go beyond income, (iii) to better define and estimate equivalence scales, (iv) to open the household black box and measure welfare at the individual level. I suggest a general framework to critically review these streams of literatures and to discuss whether recent advances in each of these fields have been or could be readily operationalized in welfare analyses and policy simulations. A comparative analysis of early child health and development services and outcomes in countries with different redistributive policies
BACKGROUND The social environment is a fundamental determinant of early child development and, in turn, early child development is a determinant of health, well-being, and learning skills across the life course. Redistributive policies aimed at reducing social inequalities, such as a welfare state and labour market policies, have shown a positive association with selected health indicators. In ...
متن کاملThe Survival of the Welfare State
This paper provides an analytical characterization of Markov perfect equilibria in a model with repeated voting, where agents vote over distortionary income redistribution. A key result is that the future constituency for redistributive policies depends positively on current redistribution, since this a¤ects both private investments and the future distribution of voters. The model features mult...

This paper investigates the role played by labor market risk in shaping individual social policy preferences and political orientations. Do outsiders in the labor market, which are insecure about their future income, express a higher redistributive demand than their insider counterparts do? Does their marginalization in the labor market translate into political disenchantment? When they take pa...
متن کاملFactor Mobility and Fiscal Policy in the Eu: Policy Issues and Analytical Approaches
Increased integration of labour and capital markets creates significant challenges for the welfare states of modern Europe. Taxation of capital and labour that finances extensive programs of cash and in-kind redistribution creates incentives for capital owners and workers to locate in regions where they obtain favorable fiscal treatment. Competition among countries for mobile resources constrai...
متن کاملOptimal Redistributive Policy in a Labor Market with Search and Endogenous Participation∗
We study optimal redistributive policies in a frictional model of the labor market. Ex-ante heterogeneous agents choose how much to search in a labor market characterized by a matching technology. We first derive efficiency results and provide policies to decentralize the optimal allocation. We then solve the mechanism design problem of a government with redistributive motives and limited infor...
